Add user filter to jira_connect_oauth setting FF

What does this MR do and why?

This adds a user filter to the jira_connect_oauth feature check when rendering the application setting. The idea is that we update the setting before globally activating the feature. This way, we can enable it for a single admin user that can adjust the settings following the instructions in #336088 (closed)
