Add changelog for weight sort fix
What does this MR do?
We were hoping that https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/8834 and its CE counterpart would make it into 11.6 RC9 but sadly they didn't - this makes that bug a regression introduced in 11.6 that will end up fixed in 11.7, which means it needs a changelog
This MR adds that changelog
