Remove duplicate padding from issue board switcher

What does this MR do?

Remove duplicate padding from issue board switcher which was introduced by mixing Bootstrap 3 style dropdown (<ul><li><a>) with Boostrap 4 style (.dropdown .dropdown-menu .dropdown-item).
