Add tracking events to the top level banner

What does this MR do and why?

This issue is intended to capture the work needed to account for the additional tracking that's needed for the primary items in the navigation banner.

How to set up and validate locally

1. Login as any user.
2. Click on Menu in the header next to Gitlab logo. Select any item.
3. Make sure correct tracking event is populated.
