Align Webhooks settings entry order

What does this MR do and why?

In the left side navigations Settings submenu we have an entry called "Webhooks". In Projects it is currently shown directly after "Integrations". In Groups it is shown at the end (after packages and registries). This aligns the two and ads the entry after "Integrations".
