What does this MR do and why?
Adds the time to restore service chart to the CI/CD analytics page. The component was introduced in !89475 (merged), this MR adds the chart to CI/CD analytics at both the project and group level.

How to set up and validate locally
NOTE: Ensure you have an EE license
- Apply this patch to seed data
- Navigate to CI/CD analytics (group and / or project)
- Click on the "Time to restore service" tab
