Migrate uses of #wip_title to #draft_title

What does this MR do and why?

Continuing work on Rename WIP merge requests to Draft (&3879 - closed) this migrates uses of MergeRequest#wip_title to MergeRequest#draft_title, as well as some incidentally related changes, in test descriptions mostly.

This gets rid of the actual method calls in the project, but if you search for the string you will see there are some additional uses of wip_title as a concept in our code base that I'll unwind/refactor in other MRs; they're a bit more involved, and this was already getting long for a "quick" MR.
