Fix DiffCheck failing due to invalid string argument

This is the hotfix we applied in production to allow projects with push rules to go through: https://gitlab.com/gitlab-org/gitlab-ce/issues/55137

@fjsanpedro I don't think this is the "correct" fix, but it was done for simplicity.
