Skip deletion of group already scheduled to delete

What does this MR do and why?

Skips groups that are already scheduled for deletion instead of trying to delete them again.

Instead of failing it will log a message:

[date=2022-05-16 13:54:04 from=QA Tests] DEBUG -- QA::Resource::Group with full_path 'gitlab-qa-sandbox-group/qa-test-2022-05-16-13-53-51-5f2e04821005bdf4' is already scheduled to be removed.
