Add support for excluding namespace from free user cap
What does this MR do and why?
- uses the observance of exclusion on certain free namespaces from the free user cap enforcement - see overall goals in https://gitlab.com/groups/gitlab-org/-/epics/8041
- see similar MR for preview !87288 (merged)
Subsequent issues/mr's will add the ability to change this setting programatically.
