Replace `clusters` with `agents` in scan execution policies

The certificate-based cluster integration has been deprecated. Scan execution policies will now reference agents instead. The existing code using the clusters field was removed in !87000 (merged). New code making use of the agents field will be implemented with #356729 (closed).
