Upgrade to Gemnasium v3

What does this MR do and why?

Change the default value of the variable DS_MAJOR_VERSION to 3 in order to upgrade to Gemnasium v3. See #353974 (closed)

As a result, gemnasium-python is using Python 3.9, instead of Python 3.6. See #335013 (closed)
