What does this MR do and why?

Fixes the K8S_PROXY_URL in the example given in Environments with both certificate-based and agent-based connections. Also added commented out K8S_PROXY_URL for Omnibus GitLab installations as it is different than GitLab deployments in Kubernetes cluster.
