Resolve "Move services under /services/service_ping directory into /lib directory"

Resolves #350234 (closed)

Move helper classes, i.e. classes which don't call any services, from app/services/service_ping directory to /lib

Remove '_service' naming from helper classes

Retain ServicePing::SubmitService in app/services as it sends the request to an external service
