Remove redirection of outdated status

What does this MR do and why?

Removes redirection of outdated "not_connected" status.

From #360948 (closed):

While the "not_connected" status has been removed from the backend, we still help users with outdated links to redirect to the right status.

We can remove this redirection now that the outdated parameter is not part of GitLab 15.

Why now?

We have been redirecting the outdated URLs since %14.7 (see !77375 (merged)) and %15.0 is a good time to for users to update any old bookmarks they may still have.
