Prevent incompatible background migrations from running while decomposed

Thong Kuah requested to merge prevent_background_migrations_from_running_while_decomposed into master

What does this MR do and why?

These BG migrations will simply not work if the databases are decomposed. At some point, it should be cleaned-up, then no-op'ed (in #342856 (closed))

It has already run for GitLab.com so not an issue there.
