Feat: add exceptions app for Jihu

What does this MR do and why?

Background

Because the exceptions app loads static page under public, and files under public/ folder cannot be modified due to code syncing. So that we want to override the code for rendering exceptions_app on our own.

Add prepend_mod for exceptions_app to allow override from JH.
