Remove Pseudonymizer code and ignore database column

!5532 (merged) introduced the Pseudonymizer that was never really used.

We are deprecating and removing the unused Pseudonymizer: #219952 (closed)

This commit ignores the column, drops the ability to change the settings in the UI, and removes all related code.

Docs dropped in !86074 (merged).
