Draft: Disable TLD validation for AutoDevops
What does this MR do and why?
Disable the TLD verification for AutoDevops Domains. The current system doesn't allow for custom domains or any of the newer TLDs. Also we don't gain any benefit from validating the TLD since no further validation is performend.
Fixes the issue mentioned in #21748 (closed)
How to set up and validate locally
Try to Setup a Custom AutoDevops Domain or a Domain with one of the new TLDs.
