Add link to protected branches and protected tags

Also, clarified the meaning of "protected branches and tags" to clarify that "protected tags" exist in gitlab (which users may not know).

This was problematic for me when trying to set up a protected variable that was not being found in the CI/CD because it was marked protected, and I did not know there were protected tags.
