What does this MR do and why?
This MR updates the doc link in /app/assets/javascripts/packages_and_registries/settings/group/constants.js from doc/user/packages to doc/user/packages/index.

- Visit a group's settings -> "Packages & Registries" e.g. http://gdk.test:3000/groups/h5bp/-/settings/packages_and_registries
- Verify the "Learn more" link under "Package Registry" link works
