Draft: Set DS_IMAGE_SUFFIX depending on CI_GITLAB_FIPS_MODE

Set DS_IMAGE_SUFFIX to -fips and use FIPS-enabled Docker images when CI_GITLAB_FIPS_MODE is "true".
