Track monthly active users for Live Preview

A small MVC for: https://gitlab.com/gitlab-org/gitlab/-/issues/356596 where we add tracking for monthly active users in Live Preview. The associated issue is confidential as we openly discuss the usage data in specific detail as it relates to the product which is not considered SAFE data to share.
