Increase threshold limit for pipelines creation

What does this MR do and why?

Related to #352232

We've noticed a lot of projects going over our initial 4 pipelines/minute rate limit in https://gitlab.com/gitlab-org/gitlab/-/issues/352232#note_915518349. We need to increase it to decrease the noise and find out the more problematic projects.
