Draft: Disable vulnerability report buttons when vulnerabilities are being updated

Daniel Tian requested to merge 337599-remove-vulnerabilities-from-list-after-bulk-operation into master

When the bulk select is updating vulnerabilities, disable the vulnerability list, filter dropdowns, pagination buttons, page size selector, and the vulnerability tabs. When it's done, re-enable everything and refresh the list query.
