Use SecurityOrchestrationHelper for both projects and namespaces

What does this MR do and why?

We need to be able to fetch information about policies/security policy project related to given Namespace. This MR is adding this functionality to helper which is used in Rails View.

How to set up and validate locally

  1. Create new project
  2. Go to Security & Compliance -> Policies and try to use this feature to see if it is working (you can create new project, create new policy, etc.).
