this MR includes some dependent changes to move Search Syntax to the correct area.

These changes are:

  • Moves the non-project-specific search sections out of Organize work with projects section.
  • Moves the Global Search Scope settings to the Visibility and Access control Section.
  • Adds the Section for Global Search in the Using GitLab section.
