Use SegmentedControlButtonGroup in policy editor

• Step 1 - Replace segmented-control with segmented-control-button-group
• Step 2 - Use SegmentedControlButtonGroup in policy editor

• The original button-group was used to replace segmented-control
• Now we have a stand-alone abstraction for this
