What does this MR do and why?

This migrates the "+ Show more" toggle in the participants section of the sidebar to use <gl-button> No visual changes here, we were already pyjamas compliant. This just ensures we stay that way.

How to set up and validate locally

  1. Go to an issue or MR (why not check both)
  2. Make sure there are more than seven participants (add random assignees to do this)
  3. Toggle the button
