Auto-use FIPS image and rename UBI to FIPS in Container Scanning doc

What does this MR do and why?

In gitlab-org/security-products/analyzers/container-scanning!2713 (merged) we are renaming -ubi to -fips in Container Scanning image name. We will continue to generate both images until 15.0 release. This change addresses that in the documentation.
