Migrates the alert in app/views/projects/services/prometheus/_top.html.haml to use AlertComponent

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

1. Open a project
2. Navigate to Settings -> Integrations -> Prometheus
3. Select the 'Active' checkbox and add some other manual settings.
4. Save the form
