Update links in Product Intelligence danger message

What does this MR do and why?

This MR updates the message generated by danger-bot when it detects product intelligence file changes.

1. Update links including "usage ping" in the url - one of them was no longer working, the other one had a redirect
2. Add a link to Snowplow guide - because right now product intelligence team handles both things related to SP and Snowplow, so just the SP guide link might not be enough.
