What does this MR do and why?

This MR removes discounted support as a benefit for the OSS Program. In an effort to reduce the complexity of the fulfillment process, we are removing the option to purchase discounted support. Support has only been purchased 1-2 times in the 3-year history of the program. Therefore is it not in high demand by OSS Program members. Removing it simplifies our process.

We'd like to get these updates in before planned announcements per the Free User Strategy timeline.
