Adjust top nav spacing to match alignment with sidebar
What does this MR do and why?
Reduces the amount of spacing to make the logo button visually left-align with the left sidebar menu item in a desktop view. However it does impact mobile more negatively.
Also, aligns the 
Menu to the right side of the page on mobile.
