Add link to create group in general project settings
What does this MR do and why?
Proposed MVC here: we add copy to the Transfer project section in Project settings > General Advanced section explaining the benefits of having projects in groups and a link to create a group. The link should go to /groups/new
Add the following paragraph as specified below: When you transfer your project to a group, you can easily manage multiple projects, view usage quotas for storage, pipeline minutes, and users, and start a trial or upgrade to a paid tier.
