Updated encyption key generation for Secure Files

What does this MR do and why?

As a follow-up to the discussion in https://gitlab.com/gitlab-org/gitlab/-/issues/356607, this MR changes the way encryption keys are generated for Secure Files to make them less dependent on shared keys and project ids. This feature has not been released yet, so no backfill or migration process is needed.
