WIP: Added disable_users for ldap auth
What does this MR do?
This merge request is related to the issue and solves the problem of disabling users with custom attributes from LDAP providers that are not Active Directory.

For a paid feature, have we considered GitLab.com plans, how it works for groups, and is there a design for promoting it to users who aren't on the correct plan?
