Add docs for package registry visibility

What does this MR do and why?

This MR clarifies the GitLab documentation around Package Registry visibility. Currently there is a UX bug in which package visibility seems to be nested under the repository, but that is not the case. Package Registry visibility cannot be controlled via the Project's settings.

So this MR defines the conditions (public, private, internal) of a project and what level of permissions can view/download packages.
