Geo: Move push to secondary (SSH) logic from Rails into workhorse

What does this MR do?

⚠ - Needs all MR's associated in https://gitlab.com/gitlab-org/gitlab-ee/issues/8114 to be merged.

This MR removes Gitlab::Geo::GitPushSSHProxy and all usages and moves the logic into workhorse:

• gitlab-workhorse!319 (closed) - info_refs
• gitlab-workhorse!320 (closed) - push
