What does this MR do and why?

A background job to trim namespaces on a free plan to 5 users. Related to #349813

Scaling

Based on Sisense charts

- Example large namespace ALl of the namespaces
Namespaces with 6+ members 1 150K
Members in those namespaces 6K 1.5M

Avg Trimming duration 20s 40 ms

Rollout plan June 22

  • 100 namespaces first day (monitoring)
  • 10K namespaces next day
  • more namespaces if neeeded
  1. Optimization: 10K namespaces per each job run (<< 5 minutes of total duration)

Every time (every day) we shall run approximately 10K x 40ms = 400 seconds - slightly ok

  1. Optimization: Slicing each namespace's members

Updating 5500 IDs on gitlab-org takes 14 seconds. We use each_slice not to incur timeouts

  1. Optimization pluck

We pluck the IDs, instead of selecting. That enables us to split queries and to cache better.

Around 10 groups had over 10K members, so it might be fine to pluck 10K integers (~10Mb of memory)

  1. Optimization error handling

We log in case some large namespaces give an error.

Total durations estimated 100 minutes. Each Sidekiq job takes 5 minutes.
