Extract service to reset runner registration tokens

What does this MR do and why?

This MR extracts a Ci::Runners::ResetRegistrationTokenService service from the codebase which was previously calling reset_runners_token! directly. This will allow a EE-only follow-up MR which will add auditing to this operation.
