Update group-level compliance frameworks empty state

What does this MR do and why?

This MR updates the group-level compliance framework settings empty state to match the new project-level settings (!81889 (merged)) as described in #354490 (closed).

Changes made:

• Change the empty state title to use an h5 header.
• Update the strings to match project settings.
• Remove the top border and top margin.
• Update the SVG height to 100.

How to set up and validate locally

1. You need at least a GitLab Premium license.
2. View the section at Group > General Settings > Compliance framework as a group owner or higher.
3. Verify the empty state, if there are frameworks listed then you'll need to first remove them.
