Draft: Resolve remaining gitlab-experiment deprecation warnings

What does this MR do and why?

It removes a public control_behavior method that's causing a deprecation warning from gitlab-experiment.

Part of #350944, and I think this should be the last deprecation warning, so we're going to enable exceptions for these deprecation warnings now -- and resolve any that we missed.
