Geo: Improve read-only message in secondary nodes for actionable screens
What does this MR do?
Adds a before filter to skip the regular "You are on a secondary node" message and changes to a different one:
You are on a secondary, <b>read-only</b> Geo node. You may be able to make a limited amount of changes or perform a limited amount of actions on this page.
