Add OpenSSL FIPS mode detection

What does this MR do and why?

Adds automatic detection of FIPS mode via the openssl gem, and via the FIPS_MODE env var for development usage. Removes the unused feature flag I previously added (not used anywhere so no need to delay removing it).
