Update checklists for Deprecations issue template

What does this MR do and why?

This MR adds more checkboxes to the Deprecations issue template to track the progress of the deprecation and removal of features.

This will make it easier for:

  • people to oversee that all important steps in the deprecation-to-removal process have been followed.
  • authors of changes to see what needs to be done and when.

This checklist encourages us to confirm any changes have been analyzed to reduce risks in quality, performance, reliability, security, and maintainability.
