Docs: Spamcheck is available in the Free tier, with EE requirement

What does this MR do?

The documentation for Spamcheck currently marks the feature as Premium. The issue comment in omnibus-gitlab#6259 (comment 726605397) explains that obfuscated non-free code is only shipped in EE, thus available also with the Free tier.

This MR adds a note that only EE can be used, including guidance to migrate from the Community Edition.
