Add RelatedEpicLinks::DestroyService

What does this MR do and why?

This is part of the work to support destroying related epic links.

RelatedEpicLinks::DestroyService should match the functionality of IssueLinks::DestroyService,
this extracts common their common code into IssuableLinks::DestroyService.
