What does this MR do and why?

This MR is a corrective action for gitlab-com/gl-infra/production#6372 (closed).

It updates the https://docs.gitlab.com/ee/development/caching.html to document the stale data issue encountered when broadcast messages feature was updated in !77498 (merged).
