Fix vulnerabilities list of group dashboard
What does this MR do?
Fix vulnerabilities list of group dashboard which currently display all vulnerabilities of all pipelines. This list is now scoped to only fetch the vulnerabilities reported by the latest pipeline of each project of the group.

For a paid feature, have we considered GitLab.com plans, how it works for groups, and is there a design for promoting it to users who aren't on the correct plan?
